I have tried reinstalling the game, changing the INI files so they are not Read-Only, running it in Windows 7 compatablility mode, running as an administator and verifying my game cache. Load the Fallout 3 Launcher, but don't hit PLAY. Choose "Data Files" from the launcher; The new plugin you created should be available on the next screen, with an empty checkbox.
